It entered into force on 16 February 2005

Two years earlier, in 1995 introduced the UNITED NATIONS the COP, CONFERENCE OF PARTIES to be the leading force in a battle against evil.
The only result (except for papers) was the annual COP CIRCUS in which every year more and more money is wasted to deliver nothing except promises, same like on all the other events.
The biggest issue is not the existence of COP or the other events, but the fact that ZERO of the promises are binding. This is the main reason why none deliver more than the next promise.

Let us control if promises have been fulfilled. Let us political promises and the promises of world leaders make binding and the people who deliver those accountable for their words.
Let us ask the same responsibility every single worker and cleaning lady has.
DO YOUR WORK AND DELIVER RESULTS FOR WHICH YOU WERE HIRED OR ELECTED. DO IT AND GET PAID.
PROMISE IS NOT RESULT
DO YOUR WORK WITHOUT DELIVERING THE RESULTS THAT YOU PROMISE TO DELIVER. YOU WILL NOT GET A PAYCHECK, YOU LOSE YOUR POSITION AND YOU WILL BE ASKED TO COVER THE LOSSES YOUR BEHAVIOR CAUSE.
