WHY THE DEFINITION OF WASTE HAVE TO CHANGE

There is a story behind this article. Story of a famous victory of authorities against polluters. Victory crowned by penalty.

Before I start I would like to ask you a question. What is a waste?

The story I would like to tell you starts one sunny day in a quarry in which 16.000 METRIC TONS of fertile soil was found by control authorities. This soil was delivered from the nearby construction site and because the quarry is not listed as LANDFILL and WASTE STORAGE and the construction company did not ask to store waste there a penalty has been issued.

I am sure many are happy, for the evil was beaten down, but I do ask you, Is it so?

Let us put the story chronologically, maybe it helps

  1. there was a permit to construct a site given by authorities
  2. the construction site was covered by fertile soil
  3. the construction company decides to use the soil later and using excavator load the fertile soil on lorries
  4. the lorries deliver the fertile soil to the storage location and unload it there
  5. one day an environmental officer representing the state show up and all the fertile soil was away and only waste was left. Same volume.

Where is the fertile soil gone?

Was it Drake Malfoy or the one who´s name can not be spoken?

What the authorities at the Ministry of Magic say?

Nothing, for we don't need them. We have own authorities and regulations. Regulations that say what is waste. Regulations which rate all that you want to get rid of as waste. Regulations that say that everything that you place on a location dedicated to waste storage becomes waste.

The quarry owner does not have a landfill services license. He never needs it for he digs for stones, process stones, store stones and sell stones. In the meantime, he rent part of his space to others as temporary location.

Back to the question

WHY DOES FERTILE SOIL BECOME WASTE IF NEEDED LATER?

Because of regulations and laws and definition of waste.

Definition carefully prepared, delivered and implemented by waste industry helpers to make clear, there WASTE IS HERE FOREVER.
